NAVIGATE is serving as Owner's Representative for the City of Wentzville's new 70,000 SF Public Safety Center, guiding the project from initial planning through occupancy. Our scope began with planning and programming assistance, continued through site selection and A/E procurement, and now extends into full preconstruction services — with construction administration and move-in support to follow.
The facility will consolidate Police Department and Municipal Court operations under one roof — including patrol and investigations divisions, a courtroom and administrative offices, training spaces, evidence processing, holding cells, and an indoor firing range. Projects of this type are among the most technically demanding in the municipal sector, requiring coordination of highly specialized systems: secure evidence storage with chain-of-custody requirements, ballistic-rated construction for the firing range, sallyports and holding cell security, redundant power and communications for 24/7 operations, and acoustic separation for the courtroom. Our role is to translate each stakeholder's operational needs — from command staff to court administrators to evidence technicians — into the design and deliver them without surprises.
This project reflects a decade-long relationship with the City of Wentzville, during which NAVIGATE has supported four new municipal facilities. Situated directly across from City Hall, the Public Safety Center will meaningfully expand operational capacity and improve access to justice — enabling more frequent court dates, accelerating case resolution for residents, and easing pressure on existing municipal spaces.
