Delivering on a Vision Seven Years in the Making

In 2017, the City of Brentwood embarked on an ambitious plan to address decades of flooding, revitalize a major corridor, and connect the community with transformative parks and greenways. This vision, known as Brentwood Bound, is now officially complete — with the final ribbon cutting held Saturday at the Deer Creek Greenway Connector.

NAVIGATE Building Solutions has proudly served as the City’s Owner’s Representative from the beginning — guiding the program from concept to completion with a full suite of services, including:

  • Pre-referendum services including community engagement support
  • Assistance with funding strategies
  • Grant acquisition and partner negotiations
  • Property acquisition assistance
  • Design team and general contractor procurement
  • Preconstruction and program management services
  • Construction management services

Between 2019 and 2025, the program advanced through 9 distinct phases of construction, delivered by 8 different contractors. To ensure the highest level of quality and specialization, 5  design teams were engaged — each selected for their expertise in stormwater, transportation, park, and civic facility design.

This $100 million initiative was supported by 37 funding sources and included coordination with MoDOT, MSD, FEMA, SEMA, Great Rivers Greenway, Ameren, Bi-State/Metro, Union Pacific Railroad, St. Louis County, and others.
NAVIGATE directly supported the City in securing and managing nearly $18 million in grants and partner contributions.

A Comprehensive Program with Long-Term Community Impact

The Brentwood Bound Program was built around five interconnected project components — each advancing public safety, mobility, sustainability, and community vitality:

1. Deer Creek Flood Mitigation

Flooding along Deer Creek had plagued Brentwood for over 60 years. This project restored the floodplain and expanded stormwater capacity, significantly improving public safety and unlocking new economic development potential.

Key Improvements:

  • Streambank stabilization and native vegetation
  • Natural floodplain restoration (benching and widening)
  • Reduced flood frequency, emergency costs, and insurance risks
  • Created new development opportunities in the Manchester corridor

2. Manchester Road Improvements

Working in partnership with MoDOT, Brentwood reimagined its primary corridor to improve mobility, safety, and public infrastructure aesthetics.

MoDOT-Funded Enhancements:

  • Road resurfacing and stormwater drainage upgrades
  • Bridge replacement and ADA-compliant sidewalks
  • Traffic signal modernization

City-Funded Enhancements:

  • New pedestrian tunnel at Mary Avenue
  • Decorative lighting, signage, and streetscaping
  • Expanded trailheads and shared-use paths

3. Deer Creek Greenway Connector

Delivered in collaboration with Great Rivers Greenway, this greenway segment connects Brentwood’s Rogers Parkway to a broader network of regional trails — linking neighborhoods, parks, and amenities.

Project Amenities:

  • 0.65-mile paved greenway
  • New trailhead and parking
  • Connections to over 28 miles of greenways
  • Increased pedestrian access and recreational options

4. Destination Playground & Brentwood Park Enhancements

At the heart of a revitalized 32-acre park, the Destination Playground offers a one-of-a-kind play experience surrounded by walking trails, a pavilion, amphitheater, and access to the greenway.

Playground & Park Features:

  • Family Fun Zone: Hillside slides, balance play, spinners, inclusive play structures, and a picnic shelter
  • Adventure Play Area: 22-foot net climber, catapult swing, dual zip line, and log pile climber
  • The Overlook: ADA-accessible trail with views of the lake and amphitheater
  • Explorer Creek: Interactive water feature with reclaimed water system recycling ~4 million gallons/year

5. West Community Credit Union Event Lawn & Pavilion

This dynamic civic amenity provides year-round event space and park services in a state-of-the-art facility adjacent to the playground and greenway.

Facility Highlights:

  • 6,000 SF indoor pavilion for meetings, rentals, and community programming
  • Outdoor patio with fireplace, overlooking the park
  • Event lawn supporting concerts, festivals, and civic events
  • Restrooms, a maintenance garage, and support infrastructure for the entire park
  • Sustainable features, including solar panels and energy-efficient systems

A Legacy of Vision and Collaboration

The Brentwood Bound Program shows what’s possible when a city invests in transformational infrastructure, layered funding strategies, and sustained civic engagement. With nine construction phases, eight contractors, five design teams, and 37 funding sources, the program represents a regional model for integrated planning and execution.
